The rest of the country will have generally fair weather aside from isolated rainshowers or thunderstorms mostly in the afternoon. Moderate to occasionally strong northeasterly winds will prevail over northern and eastern section of Luzon with moderate to occasionally rough seas. The rest of Luzon and Visayas will have light to moderate northeasterly winds with slight to moderate seas. Mindanao will have light northeasterly to variable winds with slight seas except during the occurrence of thunderstorms. This outlook will be updated as soon as significant changes in the weather pattern occur. MALANO, Ph.D OIC, Administrators Office PAGASA Start of Northeast Monsoon (October 17, 2013) The development and strengthening of high pressure areas over mainland China have shifted the wind direction over Luzon to northeasterlies, bringing cold and dry air over the northern part of the country. This resulted to the lowering of the minimum temperature observed over the Extreme Northern Luzon area. Furthermore, strong to gale force northeasterly winds are beginning to affect the northern seaboard of Northern Luzon. These meteorological conditions normally signify the start of the northeast monsoon season. Colder early morning temperatures in the coming days and months are likely to be felt over Luzon, with chances of light rains especially over the northern and eastern sections. Weather conditions over the rest of the country will be generally fair apart from isolated rainshowers or thunderstorms in the afternoon or evening. OIC, Administrators Office PAGASA Special Weather Outlook for State of the Nation Address Event (July 19, 2013) The Monsoon Trough will bring cloudy skies and light to moderate rainshowers and thunderstorm over the western section of Luzon. Meanwhile, Metro Manila and the rest of Luzon will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms. This weather scenario is expected to continue until tomorrow. By Sunday however, The Monsoon Trough is expected to weaken, thereby resulting to gradual improvement of the weather condition over the western section of Luzon. On Monday (July 22,2013), Metro Manila will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorm especially in the afternoon and evening. Winds will be light to moderate coming from the southeast. This weather outlook will be updated if significant changes in the weather occur. HILARIO OIC, Administrators Office PAGASA Onset of the Rainy Season (June 10, 2013) The prevailing synoptic conditions over the country are now characterized by southwesterly to westerly windflow, high humidity, presence of rain clouds and the daily occurrence of rainshowers and thunderstorms. With this development, enhanced rainfall is expected over the country particularly over the western section which signifies the onset of the rainy season. However, breaks in rainfall maybe expected lasting for a few days or weeks. MALANO, Ph.D OIC, Administrators Office Rainfall Warning System in Metro Manila The PAGASA Rainfall Warning System (RWS) is in operational mode since its launching on June 20, 2012 but is still open for suggestions to improve it. The initial color coding: YELLOW, GREEN, RED was used based on the color coding scheme of the Community-Based Flood Early Warning System (CBFEWS) under the United Nations Development Program (UNDP) project. Effective today, the code GREEN of the RWS is changed to ORANGE such that the warning levels are now YELLOW, ORANGE and RED. These colors are generally associated with awareness, preparedness and emergency respectively. The color ORANGE was adopted as it is a more appropriate representation of the severity of the situation. This was based on suggestions after our Information Education Campaign (IEC) efforts with the media and discussions with the National Disaster Risk Reduction and Management Council (NDRRMC), Metro Manila Development Authority (MMDA) and Department of Interior and Local Government-National Capital Region (DILG-NCR).
