They say they neither have enough land to spare for the construction nor enough fund. Dilip Kumar, mukhiya of the panchayat, said, Neither do we have land nor funds. The 600-strong population of harijans in the panchayat only received Rs 3 lakh from MGNREGA and it was utilized. Mary Dang, a tribal mukhiya, who represents Uldanda panchayat in Palamu said they have got two wells under the scheme. One is complete and the other has developed cracks in the parapet plaster. But well require more funds for repair work, she said. Deputy commissioner, Palamu Manoj Kumar said there is no funds crunch at all under MGNREGA here and Rs 22 crore is yet to be spent. Funds are sent to the block. It is then the duty of the block-level officials to send it to the respective panchayats. This is where delay happens, he said. They demanded that the taluk administration issue title deeds at the earliest. They withdrew their protest after Ms. Mamatha promised to look into the issue. Sambasiva Rao has said that the deep-rooted caste system in India could not be uprooted without a social revolution. He was speaking at a seminar organised by Jati Nirmoolana Chalavali, Karnataka, against caste system in Pundit Siddarama Jambaladinni Auditorium here on Sunday. Mr. Rao said, “Varnashrama and caste system was nothing but a Brahminical social order. The caste system is deep-rooted in Indian subcontinent and cannot be uprooted without a social revolution,” he said. He emphasised the need of taking lessons from the historical people’s movements that targeted caste system. “India witnessed widespread mass movements against caste system. Vachana and Bhakti movements during the pre-British period, anti-caste movement led by Dr. B.R. Ambedkar during the British period and Dalit movements during post-independence era had all targeted caste system. However, though all of them succeeded in infusing self-respect among socially oppressed people, they largely failed to annihilate the caste system. We need to take lessons from all these movements and learn from their successes and failures,” Mr. Rao said. While analysing any historical movement, he strongly advocated, the movement in question should be kept in its time and space. “Picking up any movement out of context and analysing it in isolation would not yield objective results,” he said. Tool for social change According to Mr. Rao, inter-caste marriages could serve as a tool in a larger movement for annihilation of caste. “There are many people who advocate inter-caste marriages. They also advise people to sacrifice reservation and other caste-based facilities by not mentioning their castes in school and other government records, including census. However, this approach, though it looks wonderful, is idealist and does not have practical applicability,” he said. R. Manasaiah, president of Karnataka Raitha Sangha, criticised Vivekananda and Mahatma Gandhi for their “reformist approach” towards caste system. “Vivekananda advocated that the people of untouchable communities and other lower castes should adopt the tradition and culture of Brahmins. He also advised oppressed castes to learn Sansrkit and Vedas. Mahatma Gandhi had clearly said that he was against untouchables and not against the very caste system. He held that the uprooting caste system would destroy Indian villages. The Meesalathi Rakshana Samiti, Bangalore, claimed that students with such certificates are usurping the right of other students who are entitled to derive benefits from the states reservation policies. Narayan V Shiroor of the samiti said as per information available with the samiti, students have enrolled for post-graduation and MPhil courses on the basis of fake caste certificates. To draw the attention of the university authorities to this anomaly and injustice caused to genuine students, Narayan said he with other samiti members and well wishers will stage one-day dharna in front of the bus stand in front of the university campus on Monday. In a two-page fax sent to TC Shivashankara Murthy, vice-chancellor, on this issue Narayan had sought to know for reasons for the varsity to protect two candidates who have gained admission on the basis of false certificates. Stating that he has provided orders of a competent authority in quashing the caste certificates issues to the candidates to the university, he said the samiti is pained at the inaction and apathy of the university on this issue. He urged the VC to keep the universitys orders overriding the orders of the competent authority on hold till the case against them in the court is decided. If the university fails to act, the samiti will intensify its agitation, Narayan said. The initial share capital of the proposed bank, aimed at promoting entrepreneurial activities of SC/ST, will be Rs 2,000 crore. The party plans to include this in its manifesto. SCs constitute 16.5 per cent of India’s population, while STsare nine per cent. The Congress, striving to tackle anti-incumbency, is keen to lure these sections in the run-up to the Lok Sabha polls. Rajya Sabha member Bhalchandra Mungekar, who has prepared a draft in this regard, told Business Standard: “Currently, there are National Finance Development Corporations for SC/ST and safai karamcharis at the national level. State governments have set up similar corporations. The idea is to establish one bank on the lines of Nabard instead of separate finance corporations. The issue has been discussed in the party. Mungekar said the proposed bank will be fully government-owned. According to Mungekar, the bank will work as a nodal agency. “At present, Rs 4,000 crore is allocated for SCs and Rs 3,000 crore for STs in the annual budget for various development programmes. The proposed bank will be a one-stop-shop to meet the fund requirements of SCs, STs and safai karamchari. This will be in addition to the budgetary allocation,” said Mungekar.
