Dan Mitrone, former US police officer sent by CIA to Uruguay to head Office of Public Safety (OPS) mission in Montevideo. He taught refined torture techniques to the Uruguayan police which were employed on thousands of Uruguayans during the repressive regime of Bordaberry. His demonstrations were conducted in the basement of his own home on homeless people.
