Danagogo Inaugurates Concession Committee -Lagos National Stadium To Go Private By Remi Sulola, Abuja remi.sulola@sportsdayonline Minister of sports and chairman National Sports Commission (NSC), Dr. Tamuno Tammy Danagogo has inaugurated a steering committee and project delivery team for the concession of Lagos National stadium, Lagos and athletes hostel in Abuja. While inaugurating the committee, Danagogo charged members to ensure transparency in the discharge of their duty and stressed that they should reciprocate the confidence reposed on them because they were chosen based on their track records. Terms of reference of the project steering committee include to provide guidance to the Project Delivery Team; Approve request and operations of the Project Delivery Team and to obtain necessary approvals from the Federal Executive Council (FEC). The Project Delivery Team (PDT) will have to undertake the day-to-day activities of Concession process, engage a Transaction Advisor (TA) in line with the National policy on PPP and prepare periodic reports for the Project Steering Committee (PSC). While also giving a brief history on the facilities for concession, NSC director-general, Honorable Gbenga Elegbeleye revealed that the decision taken for Lagos National Stadium is predicated on difficulties of maintaining the arena. He admitted that the problem started after the introduction of Envelop Budgeting System, which pegged the commission’s yearly capital expenditure to an average of one billion naira per annum for all six stadia and other sports facilities under its charge. Elegbeleye also said several attempts were made in the past at privatizing and concession to no avail until January this year when President Goodluck Jonathan finally gave the go ahead and granted the approval to the NSC to concession the stadium. In the case of the Athletes hostel, the DG disclosed that approval had earlier been secured to convert the facility from hostel to a four (4) star hotel but work was however put on hold on the facility due to paucity of funds. Construction of the hostel project commenced in 2005 with a 200 room capacity and present work at the hostel has reached a 65 per cent completion level, after the NSC obtained the President’s approval to concession the project in July, 2013.
