Darrel Whipple got it right. A resolution by the Port of St. Helens (a direct beneficiary of the proposed rail improvements) demonstrates that Portland and Western Railroad (PNWR) intends to increase the train speed through Rainier in order to deliver more crude oil unit trains to Global Partner’s terminal at Port Westward. That resolution states that PNWR informed the Port of St. Helens that the A-Line railroad cannot increase the number of crude oil trains without “rail improvements, specifically increased rail speed capacity,” and that PNWR, “to facilitate increases in rail volume, has agreed to focus on improvements that . . . achieve a rail speed of 25 MPH . . . .” See Port of St. Helens, Resolution 2013 (Nov. 13, 2013). This will increase the speed and number of trains carrying extremely flammable and explosive Bakken oil through the middle of downtown Rainier. The National Transportation Safety Board advises that transportation routes for this dangerous crude-by-rail should avoid population centers.
