Date: 21.09.2014 We warm welcome the new draft on Road Transport and safety bill 2014, it consists huge reports, contents, information, policies, procedures, rules and norms. This plan facilitates infrastructure and better planning and training human capital delivery to the country. This new Road transport and safety bill 2014 draft 100% suits to the developed and highly literate country. According to 2011 census India has only 74.04 % of literacy rate, Per cent of the population under the poverty line 22% (2006 census.) Unemployment Rate 7.8%. Similarly, 53.67% of the populations are depended on working people. As date released by the Planning Commission on 22 July, 2013, suggested that poverty in India is 21.9 percent by 2011-12. This statistics shows we are still logging back in all necessity growth. We have more percentage of the unskilled and highly dependent population on transport industry. To follow the rules and norms of the new draft person need minimum qualification of diploma in any category or graduation in any stream. As per the source nearly 70% of Indias population in middle class, all transport industry dependents come under this sector. Similarly, physical condition of the Indian Road structure development lays underdevelopment. Majority of the roads surface are broken, there are heaps of the road metal on both the sides of the road, broken culverts and potholes are found on road, side drains are not cleaned properly, no proper sanitation service provided, even today we have bullock cart, Horse Tonga, humanoid bicycle, passengers carrying Trolley, etc is found in our road. India needs more developments on basic needs. India has very huge past history on road development, here ancient people created roads by search of their food in hilly areas, forests, rivers, Ghats areas etc gradually kings and palace servants built roads to run their chariots (bandidaari). Today’s National highway is our olden days mud road, there is no systematic plan is done, there was no scientific plan for the future growth, even today in so many villages there no road facilities at all. Children’s are struggling to reach the school from village to town; there are no proper bridges to roads at river zone, Lake Zone areas. For the kind information so many towns still never know how the Volvo vehicle looks or runs on the road. 25% of Indian road developed from old paths. Total in our country More than 4.5 crore drivers giving varies service for the transport industry for deferent part of the vehicles in various fields from industrial truck to Autorikshaw. They never know about the new rules, it may cause their livelihood death. If drivers know the penalties and fines brief note about new draft of RTS bill may evacuate the driver from the transportation industry without notice. As per our knowledge this new draft is too early to implement in our country, the plan is highly scientific and well planned no doubt in that, but it should also have social responsibility. It should be a grace to the common man and not to become punishment. Government rules must be favorable to public and should not be burden to common man; this Road Transport safety bill favors only multinational companies. This foreign based RTS bill will not suits to Indian roads. It requires development of basic infrastructure development before implementing it. We have humanitarian democratic laws in every new rules implementation but here, in this draft excluding humanitarian measures all other things merged to put threshold of Indian society.
