The intended disruption - as well as the well-intended efforts with unintended consequences all need to be managed. These issues and adverse effects were an integrated part of the systematic Re-engineering of society by the influences of the 1%. For example, while the increased social costs of incarceration would mean taxes on the 1%; they pre-emptively indemnified themselves by integrating it into the profit system that they controlled. Additionally, systematic disruption of inner-city education - disqualifying the youth from jobs; and, psychological disruption - resulting in behavioral issues that created a currupted social environment; which then resulted in the conditioning of pervasive behavioral issues of a nature leading to incarceration; which then resulted in political exclusion; which then pre-emptively prevented large-scale engagement in contributing to political solutions - contributed to the general circumstances of non-responsive passivity as the impacted sectors of the economy were then targeted, subverted, absorbed and exported. During and after the migration of ownership and control, each of these consequential sequences of issues were framed as needed to assure sustained implementation within the misleading Contextual Interpretative Framework. The issue of drug abuse is a Public Health issue - not a criminal issue; specifically, it is a psychological health and physiological health issue. The issues of crime prevention and of rehabilitation are first and foremost psychological issues; followed by economic infrastructure support issues; and, political participation issues. The increasing levels of psychological disruption of school children is currently a major force in feeding this forming system of apartheid over a society of increasing powerless - of all races. My Cognitive Research provides a path of answers to the Psychological issues. However, a movement is needed - backed by the Truth; and, this time, a sound Human-based Re-engineering Architecture of Society - for the success of all - that we may all live our lives in peace.
