Dated:2014-7-18 To improve the access to Quality Education A meeting was held in the Ministry of Federal Education and Professional Training to assess the overall situation of Out of School Children in the country and to devise ways to enroll these students in formal and non-formal schools. The Minister of State for Federal Education and Professional Training, Muhammad Baligh Ur Rehman chaired the meeting. The representatives of American Refugee Committee (ARC), Japan International Cooperation Agency (JICA), United Nations Children Fund (UNICEF) and senior officers of the Ministry were present. Various approaches and strategies were discussed in detail with a view to (a) undertake reforms in non-formal basic education, (b) strengthen mechanisms of second chance learning for the over-aged children who want to start their formal education through Accelerated Learning Programmes (ALPs), (c) need for incorporating functional literacy (pre-vocational skills) in primary education, and (d) need for establishing technical high schools in the country. After detailed deliberations, it was agreed that public sector organizations (like National Commission for Human Development (NCHD), Basic Education Community Schools Project (BECS) and the development partners need to work closely for the overall improvement of education sector in the country and particularly for accelerating the efforts to achieve the MDGs in Pakistan. It was also decided that all relevant stakeholders would be engaged to benefit from each others’ best practices and experiences, and to develop joint programmes to bring in maximum number of Out of School Children into schools at the earliest.
