Deadline Nearing To Apply for City Water Use Inspector Test Posted: Tuesday, November 12, 2013 12:00 am The city has scheduled a test for the position of Water Use Inspector, which involves inspection and maintenance work on the city’s water system. The application deadline is Nov. 26, and the fee is $40. Start At $28,516 The current minimum annual salary is $28,516. There are two assignment levels for Water Use Inspectors. Appointments are generally made to Assignment Level I, and employees may be moved to Assignment Level II at the agency’s discretion. However, employees at Assignment Level I who successfully complete a two-year probationary period will advance without further examination to Assignment Level II. Employees can be dismissed at any time during the probation period, and it can be extended in accordance with city regulations. At Assignment Level I, Water Use Inspectors, under supervision, receive training in and perform work of varying degrees of difficulty and responsibility in the field and/or the office, conducting inspections to maintain the purity of city water and to ensure that rules on the metering, sale and use of water are followed. Water Use Inspectors also service and maintain mechanical and electronic water meters, water-meter-reading equipment, related equipment and parts; replace water meters; read and sometimes repair water meters on site; verify meter readings and operation of meter-reading equipment; test meters to ensure that they properly register water consumption; and serve notices of the need to repair defective meters. They issue Environmental Control Board Notices of Violation and notices of violations of rules regarding the installation, maintenance and use of water meters and the leakage and waste of water; perform routine tasks related to water use and metering in citywide programs conducted by the Department of Environmental Protection; use a hand-held computer and adapter to read and program meter-interface units; receive on-the-job training; prepare reports requiring simple mathematical computations; may testify at Environmental Control Board Hearings; and operate a motor vehicle in the performance of assigned duties. All Water Use Inspectors perform related work. Physical Requirements Some of the physical activities they perform and environmental conditions they experience are walking to and from inspection sites and walking around the sites during inspections; climbing up and down ladders or stairs; standing for extended periods of time; working in confined areas; opening street traps, which requires the ability to lift at least 25 pounds; bending and stooping during inspections; climbing around and over various objects; walking in areas that may be damp, dark, dusty, smoky or acrid; and working outdoors in all kinds of weather. Water Use Inspectors may be required to work shifts including nights, Saturdays, Sundays, and holidays. The city requires you to meet one of the following sets of education and experience requirements: • A four-year high school diploma or its equivalent and six months of full-time satisfactory work experience in one of the following two areas: mechanical work as a helper or apprentice in plumbing, installation or operation of heating, ventilation and air-conditioning systems, or as a pipe-fitter or steam-fitter; or installing, assembling or repairing water-use meters, or inspecting, reading and recording data from meters and/or measuring devices in field application; or • A year of full-time satisfactory experience as a helper or apprentice in the fields described above; or • Graduation from an approved trade, vocational or technical high school with a specialty as described above. The education requirement must be met by Jan. 31, the work-experience requirement by Nov. 26. Need Driver’s License At the time of appointment, you must have a valid New York State driver’s license. Moving violations, license suspensions or an accident record may disqualify you from being hired. You also have to pass a drug screening. Your score will be determined by an Education and Experience Test. Be sure to list all your experience in detail. You will receive 70 points for meeting the education and experience requirements listed above. After these requirements are met, you will receive additional credit up to a maximum of 100 points on the following basis: • For additional full-time experience in the installation, assembly or repair of water-use meters, or the inspection, reading and recording of data from meters and/or measuring devices in field application: 10 points for 3 to 6 months of experience; 20 points for 6 months to a year; and 30 points for a year or more. • For additional full-time experience in mechanical work in plumbing, installation or operation of heating, ventilation and air-conditioning systems or as a pipe-fitter or steam-fitter for: 5 points for 3 to 6 months of experience; 10 points for 6 months to a year, and 15 points for a year or more. Eligible List If you pass the education and experience test, your name will be placed in final-score order on an eligible list and you will be given a list number. You will be notified by mail of your test results. If you meet all requirements and conditions, you will be considered for appointment when your name is reached on the eligible list. To pay using a money order, you must go to one of the Department of Citywide Administrative Services testing centers, located at 2 Lafayette St., 17th floor, in Manhattan and at 210 Joralemon St., 4th floor in Brooklyn. The centers are open Monday through Saturday from 9 a.m. to 6 p.m. You may also use the computers at the testing centers to file your application. The exam number is 4023.
