Deafness alone is not a hindrance but external factors created by the hearing world.When the hearing world lacks something key to them, they too become disabled.Disability is, therefore, a limitation created by insufficiency and inappropriateness of external factors necessary to establish an environment of completenes conducive for effective living.Both the hearing and the Deaf if they are denied indispensable conditions or resources to make them complete then they will become incapacitated in relation to a external requirement.Disability is,thus, an externally generated condition that either limits or incapacitates an individual.Therefore, if we accordingly provide all the indispensable requirements that Deaf people or any other person who is a victim of externally generated hindrances or obstacles needs, such persons will attain a state of completeness in order to fully function and exert their energies towards positive development. Society is, therefore, guilty of the sin of disabling others because disability is a man made limitation which will generally not survive in a state of completeness in which suitable accommodations are granted in accordance with the different needs of individuals.Disabilities must be significantly reduced or eradicated in civilised communities and by the time we reach 2025 we must be able to provide the minimum means and resources to that will enable all persons subjected to external limitations to fully function as citizens of this country.
