Dear Editor Asalamualikum Kindly refer to the article"Quality leadership for quality education" by Dr. Mohammad Amin Malik published in Gk daily on 2/7/2013. I deem it my privilege to hail the observation of Dr. Malik that an able administrator can make heavens move.The daring need of the hour is to have an introspection of the higher education system prevailing in India. The ministry of human resource development has to play a catalytic role to make the university grants commission an effective instrument in carrying out the academic operations. I have an honor to visit some foreign universities where i could find a rational relationship between the academic component & the administrative component. Here in our colleges the custodian of the institution fails to address the academic component on account of his engagement in administrative affairs. A science college headed by an officer from other stream fails to understand the problems confronted by the teachers & students of that college. Some times an officer of arts background considers the History & Chemistry as the two sides of the same coin. Talking about higher education in J&K,it is on cross roads.The custodian of the college marks the attendance of his subordinates & the people in the corridors of power monitor the transfers.The people serving in rural colleges manage their tranfer to city colleges .This has led to an instability factor.In city colleges there is plenty of staff with minimum workload & the rural colleges suffer for the permanent staff & beg for the contractuals to shoulder the heavy load.The people in the city colleges try for mutual transfers within the city & worst come worst approach the authorities & submit that they should not be touched in case there is any transfer as they would lose the warmth of their cosy & comfortable seat. The custodian of the college is absorbed in thought to show his existence & displays his routine activities by giving them a vast coverage in the print media. Not only the exchequer becomes the target but the purpose of imparting the quality education to thr aspirants is defeated. The transparent transfer policy would eliminate the chaos & confusion & balace the human resource intellect in the city & rural colleges. We are bound to have Principal administrator of an IAS rank rather than a Principal from teaching community to be the head of the institution. We are bound to have heads of the departments of professor rank to run the academic component in the institution. It is the head of the department who can make his staff & students accountable for a glorious tomorrow.The post of professor is a top elevation for a teacher rather than to test his mettle by assigning him the administrative job. The introduction of the post of Professor & the head of the deparment in a college has become inevitable. Before the system of higher education in J&K would lose its credibility,the state administration must implement the UGC Scheme in totality.Sincere efforts bloom with novel results. We as worthy teachers must realize our responsibility & committment towords the noble cause & provide a rudder to the shoreless community to achieve the goal.
