Dear Getting Our Act Together (Goat) Collaborators, Change of Congress Message In the spirit of Gary’s morning messages, I thought I would add a CHANGE OF CONGRESS MESSAGE. HOUSE ACTION GOAT NOTE: The U.S. HOUSE OF REPRESENTATIVES did go into session today for 7 minutes and 30 seconds to open, to pledge allegiance to the flag, to receive messages on what the Senate passed after the House recessed in December (including the “cromnibus” appropriations bill) and then to officially, once and for all, adjourn the 113th Congress which lasted from January 2013 through today. Below are floor proceedings from House.gov. Senate action follows, as well as a short message on what may be next Monday, Jan 05, 2015 1:00:00 P.M. The House convened, starting a new legislative day. 1:02:44 P.M. The Speaker designated the Honorable Luke Messer to act as Speaker pro tempore for today. 1:02:53 P.M. Todays prayer was offered by the House Chaplain, Rev. Patrick J. Conroy. 1:03:48 P.M. Pursuant to section 3(a) of House Resolution 775, the Journal of the last days proceedings was approved. 1:04:07 P.M. PLEDGE OF ALLEGIANCE - The Chair led the House in reciting the Pledge of Allegiance to the Flag. 1:04:42 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on December 17, 2014 at 9:43 a.m.: That the Senate passed H.R. 5771 and H. Con. Res. 124, without amendment. 1:05:14 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on December 17, 2014 at 10:41 a.m.: That the Senate passed H.R. 3608, H.R. 4030, H. Con. Res. 125, without amendment, and passed S. 1800 and S. 684. 1:06:16 P.M. H.R. 647 LAID ON THE TABLE - Without objection, the Chair announced that H.R. 647 is laid on the table. 1:07:30 P.M. Without objection, in accordance with H. Con. Res. 125, the Chair declares the Second Session of the 113th Congress adjourned sine die. New Congress Tuesday, Jan 06, 2015 12:00 p.m.: Convene the first session of the 114th Congress. GOAT Note: (Speaker John Boehner will be very busy swearing in all the new members. An updated website should appear within the next 1 to 24 hours) SENATE ACTION The UNITED STATES SENATE officially adjourned its last session on Dec 16, leaving the final closure of the 113th Congress to the House of Representatives. In addition to budget bills, a large wave of nominations were confirmed. Previous Meeting Tuesday, Dec 16, 2014 The Senate convened at 10:00 a.m. and adjourned sine die at 11:25 p.m. under the provisions of H. Con. Res. 125. Eight record votes were taken. 114th Congress Tuesday, Jan 06, 2015 12:00 p.m.: Convene the first session of the 114th Congress. The proceedings of this first day follow a well established routine. Having presented their credentials to the Senate, newly elected and reelected senators are sworn in by the vice president. The Senate is divided into three classes for election purposes, and every two years one-third of the Senate is elected or reelected. For this reason, only a third of the senators will take the oath on January 6. Because photography is prohibited in the Senate Chamber, following the official oath ceremony new senators join the vice president in the Old Senate Chamber, where a reenactment of the swearing-in ceremony takes place. With each new Congress, all pending legislation of the previous Congress expires (with the exception of treaties), so many bills and resolutions are reintroduced. During the first weeks of the new Congress, most freshman senators mark an important milestone in their Senate careers by delivering their maiden speeches.
