Dear Mayor Estrada: It will take billions yearly to overcome the added costs of your City Ordinance constraining trucks to operate only during night time. Today, truckers are already advising us of their increased charges, across the board. That includes domestic shipments from Mindanao and Visayan ports, and all from around MetroManila and Luzon loading for those destinations. It means NATIONAL. All goods therefore whether raw materials and finished ones will COST MORE than usual. By how much? Probably about additional php5k to 10k per container. Manufacturers will have to operate during night times, and will have to pay night differentials to their labor, plus electricity to do so. The ports will be running overtime too. The truckers, unable to do more round trips per day like usual, will now have to BUY MORE TRUCKS to meet the same cargo volume demands, and that would INCREASE THE NUMBER OF TRUCKS rather than decreasing it. Given the few operating hours of the day, they would need to move containers before they are charged storage and demurrage. Returning the empty containers can also be done during night time, so a truck can be unproductive with a full and empty movement that can be completed IN TWO NIGHTS. Your ordinance is limiting the efficiencies of truckers now to only 25% of previous 100%. That added cost in trucking operations will surely impact on the per trip charges they will be billing us all. If trucks can not deliver out the many imports, the ports will become congested, and carriers operations will slow down, unable to efficiently load and unload their containers from and to ships. That will cause the carriers to charge Port Congestion surcharges against each container. The whole Filipino nation, not just your beloved Manila, will surely be suffering here. While everyone gropes for solutions to your Ordinance troubles, including transfer to Batangas and Subic(which will reduce the incomes of Manila City), it would cost us billions as this matter continue. I am looking at how they do it in the US: EXCLUSIVE TRUCKERS LANES ON 24HOUR BASIS WITH HEAVY PENALTIES, Diamond Lanes for 2 to 3 passenger cars with higher speed limits, building of underpasses/overpasses for both pedestrians and vehicular traffic, etc. Surely we have better heads than this. Isnt?
