Dear Mr. Savis, Thank you for contacting me and for sharing why you believe President Obama should be impeached. I appreciate the time you took to share your perspective with me, and I value the opportunity to hear your thoughts. Like you, I was deeply concerned and angered by many of the recent scandals, such as the Internal Revenue Services (IRS) targeting of political groups, the National Security Agencys (NSA) phone surveillance, and the attacks on Benghazi, to name a few. However, many of the investigations surrounding these scandals are either ongoing or did not involve a law that was violated. Also, I often and vigorously disagree with President Obama on a variety of his policies, but I do not believe that the President has committed any impeachable offense. In addition, the United States Constitution is very clear that a President can only be impeached for treason, bribery, or other high crimes and misdemeanors. In the weeks and months ahead, as Congress concludes its investigations into the White Houses potential involvement with these scandals, please be assured that I will pay close attention and work with my colleagues in the Senate to right any wrongs. Also during this time, please know that the Constitution prevents the Senate from initiating any impeachment proceedings. The impeachment process must begin in the U.S. House of Representatives and then a supermajority of Senators are required to convict the President based on the charges levied by the House. In the meantime, I will continue working with my colleagues on both sides of the aisle to confront the problems facing our country. My number one priority on every issue is to help our great state of West Virginia. Again, thank you for taking the time to contact me.
