Dear Shumba, . Good day, I heard your comment on radio news today on pre-paid meters for water. For once I dont agree with you. Issues of financial accountability are to be treated separately from prepaid meters. This concept of billing is a noble one in the sense that those of us who willingly do not want to pay for services shall not enjoy those services at the expense of those that are paying religiously. Its working in first world countries, even in the entertainment industry they have this pay per view. We shouldnt hide behind the issue of water supply being a right of humanity. Humanity also has a responsibility to replenish resources. As for me I am currently reluctant to pay CoH because generally the service is not up to standard. But once the meters are there I will pay and they should be accountable to me. What we want is Service not Financial accountability. You may post this on your wall for all inclusive debate but I thought I should first talk to you privately as a sign of respect.
