Declaration of Achievement of Zero Casualty Goal After decampment order, we have carefully and deliberately reviewed event reports from Department of Health Philippines RD Gloria Balboa with its BRTTH Rogelio G. Rivera, Eric Raborar, Brtth Hems and private hospitals, Albay Pho Nats Rempillo and its district hospitals, RHUs and their infirmaries and we validated with Albay Ppo Marlo Meneses and its 18 city/municipal police stations. And there were no deaths reported and attributed to SuperTyphoon Ruby. We also reviewed our own actions in respect to the body of commitments to achieve zero casualty: 1. Was population-at-risk for various hazards posed by SuperTyphoon Ruby updated with LGUs / LCEs? Yes in 4 PDRRMC meetings in Dec. 1, 2, 4 and 5. 2. Were these population identified at risk evacuated pre-emptively or reasonably moved out of harms way ahead of the occurrence of risks? Yes 3. Were the evacuees supported with standard food packs and sheltered in safe evacuation centres? Were resources raised promptly both from internal (State of Calamity) and traditional sources of external assistance (DSWD) yes. 4. Were the unevacuated but possessing capacity to respond to risks properly informed of the risks or assisted if needed? Yes. Therefore, we declare with reasonable certainty that Albay, as community led by the Provincial Government and its underlying LGU components has achieved zero casualty goal overcoming the risks posed by the hazards of Typhoon Ruby.
