Declaration of civil society representatives on the developments of the situation in the Eastern districts of the Republic of Moldova The regime in the Eastern districts of the Republic of Moldova is a tool used by the Russian Federation to control the behaviour and the destiny of the Republic of Moldova. It is obvious that Russia does not wish the consolidation of the Republic of Moldova as a democratic rule of law state based on a partnership under the aegis of the EU. Despite the irresponsible behaviour of the Moldovan political class, on the 30th of May 2013 the political crisis was overcome due to investiture of a new Government, the negotiation on the EU-Republic of Moldova Association Agreement has been concluded and, in such a way, was kept the chance to reach a point where the European prospects will become irreversible for the Republic of Moldova. The EU Summit to be held in Vilnius on 28th – 29th of November 2013 is expected to strengthen the prospects of further existence of the Republic of Moldova as a sovereign state, a member of the European family from the linguistic, cultural and historical viewpoints. But the sinuous process of Moldova’s alignment with the EU was accompanied by the policy of annexation of the Eastern districts of the Republic of Moldova promoted by the Russian Federation. The appointment on the 21st of March 2012 of Dmitry Rogozin as the „special representative of the Russian President for Transdniestria”, the scandalous visit of Anatoliy Serdyukov, minister of defence of the Russian Federation, to the Eastern districts of the Republic of Moldova on 12th of April 2012, the endowment of Russian military troops with new ammunition and transportation units, the series of military exercises with combat shooting aimed at „facing up the attack of terrorists from the right-side bank of the Dniester” are just several elements of the scenario. Certainly, coming closer to the EU Vilnius Summit, there is a growing risk of intentional provocation of armed confrontation in the security zone with the aim to undermine the European prospects of the Republic of Moldova. It can be remarked once again that the actions of Tiraspol administration perfectly fit into this scenario. The aberrant idea of moving the „Supreme Sovietl” from Tiraspol to Bender/Tighina – a town with a special security regime, is just one element of a chain of provoking actions. It is well-known that the draft of the so-called law on „state border” is being conveyed in Tiraspol since 2012. On the other hand, Yevgeny Shevchuk “promulgated” this paper not earlier than on 10th of June 2013 and this fact reveals an attempt to torpedo the process of negotiation (which ensures a minimum of communication between the two banks of the Dniester and stability in this area) and, in such a way, to give vent to destructive actions against the Republic of Moldova. The intention to enforce the provisions of that paper in the village of Varniţa, alongside with villages from the district of Dubăsari since the 25th of June 2013, i.e. on the territory under the control of the Republic of Moldova, plots the provocation of an armed conflict with the involvement of military troops of the Russian Federation, following the precedent of 1992. Being aware of the gravity of this situation, we make an appeal to the OSCE and Ukraine which holds presidency in office of the OSCE and thus has efficient levers for control of the situation in the Eastern districts of the Republic of Moldova, not to admit unleash of any armed conflict in the Transdniestrian region, neither its feeding from outside. We urge the EU and the USA, as partners of the Republic of Moldova which invested in the process of democratisation and strengthening of the Republic of Moldova, to show maximal vigilance and to avoid a possible degradation of the situation in this area. As civil society representatives, we realize that any destructive scenario unfolded on the territory of our country will imperil the prospects of solving current internal problems and the normalisation of the relationship between the Republic of Moldova and the Russian Federation. Therefore, we request fair enforcement by the Russian Federation of the provisions of the Treaty of friendship and collaboration concluded with our country on the 19th of November 2001. We consider that the Russian Federation has to make a choice about its further image within the Moldovan society. We also make an appeal to the inhabitants of the Eastern districts of the Republic of Moldova – hostages of the regime and of its policies, not to allow being used as „cannon fodder”. Strengthening the Moldovan statehood based on the partnership between the Republic of Moldova and the EU and territorial reintegration of our country is the only positive scenario for goodwill people throughout the whole territory of the Republic of Moldova. We impel the state structures of the Republic of Moldova to take firm action in relation with possible provocations and not to allow being caught in a snare, but to follow firmly the European pathway. We consider that the political class in the Republic of Moldova would definitely and irreversibly compromise itself if, at this decisive moment for the statehood of the Republic of Moldova, will not act as a real people’s representative, will not undertake maximal collective endeavours aimed at avoiding destructive scenarios imposed from outside and will not mobilize the whole Moldovan society for defending its common future.
