Sub – Demand letter to amend service rules, policies for promotions and common benefits FOR CLASS 3 & 4 Government / semi government employees of Haryana Government This has in the reference to the subject sited above. I have been interacting with the Government / semi government employees of Haryana Government to understand their issues and ways to improve their working. They all are concerned on Housing facility , Promotions and BPL Benefits . Haryana Urban Development Authority , Dakshin Haryana Bijli Vitran Nigam and Municipal Corporation, Gurgaon The class 3 & 4 employees have been suffering on two fronts. One is housing benefit under BPL / EWS scheme as many of them are getting salary less the Rs. 15000 /- . If Government has policy to extend all benefits under BPL / EWS scheme where family income is less than 15000 /- how these employees can be ignored or deny their entry in to policy ? It is requested to put all class 3 & 4 employees under BPL / EWS scheme to allow one time housing facility and other benefits on regular basis . Town & Country Planning Department In T&CP Department approximately 350 Assistant Draftsman are working. Many of them have been not got promotion since last 20 years up to the level of Assistant Town Planner. The reason behind non promotion is direct appointment of Jr. Draftsman with same qualification. Similarly the direct appointment of Assistant Town Planner again stops the promotion of Sr. Draftsman. If we are looking for honest working with best performance from these employees then there must be some lure of promotion in the job otherwise there is nothing for them to perform. It is requested to frame a policy where any employee get 3 step promotion during his/her Job . The demands are need of the hour and not put any financial burden on Government.
