Demand to set up a judicial inquiry & Recovery of 3 crores & revoke all appointments done by him before reliving Sri Yogesh Singh as Vice Chancellor A Memo To Governor By Narendra Ravat To, Dt-22/12/14, Shri O.P. Kohli The Hon’ble Governor of Gujarat, Gujarat state. Sub: Demand to set up a judicial inquiry on the under mentioned decisions pertaining to the Maharaja Sayajirao University and if necessary initiate recovery from the Vice-Chancellor Dr. Yogesh Singh and not relieving him from his duties till the inquiry is completed and recovery is made in ref to the Resignation of Prof. Yogesh Singh Vice-Chancellor of Maharaja Sayajirao University. Respected Sir, This has reference to resignation of Dr. Yogesh Singh Vice-Chancellor of Maharaja Sayajirao University of Vadodara. We hereby bring to your notice following decisions of Dr. Yogesh Singh which has lead to loss of crores of Rupees of the University. The Vice chancellor is a custodian of the university and has no rights to take such decisions which have led to loss of crores of rupees to the University. The same reflects his incompetency and he should be held responsible for the same. Issues 1. He has deliberately not appointed Pro-Vice Chancellor, permanent Chief Accountant, Registrar, and Auditor. How can a University be managed without critical constitutional posts, this was done deliberately by Dr Singh to enjoy all the powers and to get his works done at his own free will , bypassing and twisting Constitutional norms. We request you fill up these critical constitutional posts with permanent responsible staff before relieving him. 2. Prof Yogesh Singh has handed donated land in prime location at Tarabaug next to Polytechnic college and New Sama road worth more than 200 Crores to the Government of Gujarat to construct a SC –ST hostel, whereas it should be Vice-Versa generally it its government that gives land to the University for its expansion, how can Vice Chancellor take such a decision, on one side University is facing acute financial crunch and on other side Dr Singh has donated land worth 200 crores to please his political god-fathers & has done Corruption with Contractor causing a irreversible loss of more than200 crores to the University. 3. Scam of withdrawal of more than 3 Crores rupees from the University by a private Contractor illegally, without doing any work or billing foregoing all administrative procedures. Vice-Chancellor being an administrative head is directly responsible for this lapse and recovery should be made from him. 4. Giving Permission of construction of a mall at the place of Jaybaug Bunglows within University Premises. It was resolved by the University authorities to oppose Construction of a mall and Multiplex within educational premises and accordingly documents were prepared but at last moment the whole matter was compromised with and a mall and multiplex are coming up within the University area which will disturb the atmosphere in the university. This issue is a clear Reflection of Corruption by the vice-Chancellor, He has compromised with Universities well being for personal gains. he University had opposed it for 40 yrs and was successful in not allowing non-educational activity on that property. 5. On one side Dr Singh has deliberately not allowed filling up crucial administrative posts and on other side has made several appointments in academic side bypassing all the norms and guidelines of UGC by corrupt practices .We request you to examine all the appointments made under his tenure and revoke them. We request you to set up a judicial inquiry on the above mentioned decisions pertaining to the Maharaja Sayajirao University and if necessary initiate recovery from the Vice-Chancellor Dr. Yogesh Singh and till the inquiry is completed and recovery is made he should not be relieved from his duties.
