Snowden has stated that he fled the United States to avoid political imprisonment and torture. Attorney Michael Ratner agrees Snowden is at risk. “It’s sad that the U.S. has to write such a letter, that it won’t torture people or kill,” he says, however pointing out that “the U.S. doesn’t really think that anything it did under the Bush era was torture, with the exception possibly of waterboarding ... so that means Snowden can be subjected to every enhanced interrogation technique."
