Democratic Sen. Tammy Baldwin of Wisconsin has introduced her first piece of legislation, a measure designed to boost small-business growth. The Small Business Innovation Act of 2013 would increase venture-capital funding for startups and create a new fund to provide equity financing for young businesses. Baldwin’s aides are careful to point out that her measure authorizes the government to loan money that will be paid back and so is cost-neutral. The bill would authorize the Small Business Administration to expand an existing loan program from $3 billion to $4 billion. That program provides venture capitalists with matching financing for investments they make in start-up businesses. Prospects for passage of Baldwin’s bill are unclear with a Republican-controlled House that has been adamant about curtailing government spending. Baldwin’s proposed legislation, it does not have the potential to increase economic activity within the home energy efficiency sectors that my ideas have that require NO government money or passage of legislation. All we need is for our elected representatives from the president on down to the lowest level to help us educate the homeowners concerning the inefficiencies of their homes and their heating and air-conditioning equipment. There are vast inefficiencies within those sectors that require the public to be informed concerning what they and other technicians within that field can do to correct those costly problems. There are trillions of dollars within the private sector that can be invested wisely toward making our homes and heating and air-conditioning systems far more efficient and thus solving a multiplicity of our core economic problems.
