Denial of free hold rights to 50% of the industrial plot owners in Chandigarh is anachronistic in the present times of liberalisation and economic reforms. The Parliamentary Standing Committee on Home Affairs had deliberated on this issue at length and recommended conversion of land tenure from lease hold to free hold.That was just before the term of last Lok Sabha came to an end.Then the Model Code of Conduct came in the way of the Union Govt to direct the Chandigarh UT Administration to bring about uniformity and equality in the matter of land tenure. Now is the time to do it. Those affected have been suffering for years.One time conversion charges will garner more revenue than the lease money of ten years and also free the entrepreneurs of stifling shackles, offer them greater space in their dealings with banks and other financial institutions and enable them to be more productive in their ventures. High time to get out of the time warp and move ahead.
