Department of Public Information • News and Media Division • New York Security Council 2140 Sanctions Committee, Al-Qaida Sanctions Committee and Counter-Terrorism Committee Meet on #Yemen On 24 June 2014, Security Council bodies with responsibilities relating to Yemen and counter-terrorism held joint consultations with the Chargé d’affaires a.i. of the Permanent Mission of Yemen to the United Nations, Khaled Hussein Mohamed Alyemany, and the Special Adviser to the Secretary-General on Yemen, Jamal Benomar. Meeting jointly for the first time, the Yemen Sanctions Committee (established pursuant to resolution 2140 (2014)), the Al-Qaida Sanctions Committee (pursuant to resolutions 1267 (1999) and 1989 (2011)) and the Counter-Terrorism Committee (established pursuant to resolution 1373 (2011)) were also briefed by the Council’s Panel of Experts on Yemen, the Al-Qaida Committee’s Analytical Support and Sanctions Monitoring Team, and the Counter-Terrorism Committee’s Executive Directorate on the complex challenges currently faced by Yemen in its fight against terrorism. Participants in the joint meeting agreed that the presence of Al-Qaida in the Arabian Peninsula (AQAP) in Yemen remains a major challenge to the country’s peaceful transition. They also underlined the need for targeted international support to Yemen to combat terrorism and identified a range of opportunities to enhance coordination and cooperation among relevant United Nations and Security Council entities in delivering support. The participants emphasized the need for the Panel of Experts on Yemen and the 1267 Monitoring Team to share information relevant to the potential designation of individuals and entities linked to political spoilers in Yemen and AQAP, including possible links between them, as well as pertaining to their financial sources. They noted the importance of the adoption by Yemen of the national counter-terrorism law and the development of the national counter-terrorism strategy. Meeting participants also discussed opportunities for prioritizing outreach and assistance to Yemen and the broader region through the United Nations Counter-Terrorism Committee Executive Directorate to address immediate counter-terrorism needs on the ground. Leveraging existing regional cooperation through the Gulf Cooperation Council (GCC) was also identified as important. The three Committees committed to meet again, in a similar format, as required, to further explore opportunities for cooperation and collaboration. The Chair of the 2140 Committee briefed the member countries of the GCC on the joint informal consultations on 27 June 2014. الأمم المتحدة# مجلس الأمن الدولي لجنة العقوبات الخاصة بالقرار ٢١٤٠ لجنة العقوبات الخاصة بتنظيم القاعدة لجنة العقوبات الخاصة بمكافحة الإرهاب العنوان: إجتماع مشترك لمناقشة الأوضاع في اليمن نظمت هيئات مجلس الأمن المعنية باليمن ومكافحة الإرهاب بتاريخ ٢٤ يونيو ٢٠١٤م مشاورات مشتركة مع سعادة السفير خالد حسين محمد اليماني القائم بأعمال المندوب الدائم اليمني لدى الأمم المتحدة وجمال بن عمر مستشار الأمين العام الخاص لشؤون اليمن. حيث اجتمعت اللجان وللمرة الأولى وشملت لجنة العقوبات الخاصة باليمن بحسب القرار ٢١٤٠ للعام ٢٠١٤م ولجنة عقوبات القاعدة على ضوء القرار ١٢٦٧ للعام ١٩٩٩م ولجنة مكافحة الإرهاب بموجب القرار ١٣٧٣ للعام ٢٠١٠م، وفي الاجتماع، استعرض المختصون في كل من لجنة الخبراء الخاصة باليمن وكذا فريق المراقبة والرصد والدعم التحليلي لدى اللجنة الخاصة بالقاعدة والإدارة التنفيذية للجنة مكافحة الإرهاب التحديات المعقدة التي تواجهها اليمن في الوقت الراهن وهي تخوض حربً ضد القاعدة. اجمع المشاركون في المشاورات المشتركة على ان تنظيم قاعدة جزيرة العرب في اليمن لا يزال يشكل تحديًا كبيرًا للمرحلة الإنتقالية السلمية التي تشهدها البلاد. مؤكدين على ضرورة توجيه الدعم الدولي لمساعدة اليمن في مكافحة الإرهاب، محددين عدد من السبل والوسائل لتعزيز التنسيق والتعاون المشترك بين هيئات الأمم المتحدة ومجلس الأمن في توفير المساعدات ذات الصلة. شدد المشاركون على ضرورة قيام فريق الخبراء المعني باليمن وكذا فريق المراقبة والرصد 1267 (لجنة عقوبات القاعدة) بتبادل المعلومات لإمكانية فرض عقوبات على الأفراد والجماعات المرتبطة بمعيقي التسوية السياسية اليمنية وكذا تنظيم قاعدة جزيرة العرب، بالإضافة إلى بحث العلاقات المحتملة بين المعرقلين للعملية السياسية وعناصر تنظيم القاعدة وكذلك مصادر تمويلهما. مشيرين إلى أهمية تبني اليمن قانون وطني لمكافحة الإرهاب وكذا تطوير إستراتيجية مكافحة الإرهاب. كما ناقش المشاركون في الاجتماع فرص تحديد أولويات الدعم والتواصل مع اليمن والمنطقة عبر الإدارة التنفيذية للجنة الأمم المتحدة الخاصة بمكافحة الإرهاب بُغية معالجة احتياجات مكافحة الإرهاب الميدانية في اليمن. كما ابرز اللقاء أهمية الاستفادة من التعاون الإقليمي القائم عبر دول مجلس التعاون الخليجي. إذ قررت اللجان الثلاث عقد لقاء اخر وبصورة مماثلة وبحسب الظروف، بهدف بحث مساعي التنسيق والتعاون. هذا وقدمت رئيسه لجنة العقوبات ٢١٤٠ ملخصًا للدول الاعضاء حول اللقاء المشترك -غير الرسمي - مع دول مجلس التعاون الخليجي في ٢٧ يونيو ٢٠١٤م. #unsc un.org/News/Press/docs/2014/sc11463.doc.htm
