Deputy Chief of Party (Operations) USAID, Pakistan Economic Stabilization Program International Relief and Development (IRD) - Pakistan View full job listing Job Description IRD is seeking candidates as Deputy Chief of Party (Operations) (DCOP) for the upcoming economic stabilization program in Pakistan focused on the Federally Administered Tribal Areas.The objective of the expected Economic Stabilization Program is to improve economic security through provision of technical assistance for rural development including infrastructure support to small scale farmers, sustainable agricultural development via value-chain enhancements, women’s participation, and investments in the strengthening of associations and small and medium enterprises. The Deputy Chief of Party (Operations) (DCOP) will be responsible for matters concerning day-to-day financial management, procurement, administration, human resources, logistics, security and plans that address the safety, efficacy and sustainability of operations in FATA; liaising with the donor mission, government officials, other donors and partner organizations, and ensuring achievement of project results and objectives. The DCOP will supervise key operations staff and ensure compliance with IRD ethics, procedures and policies and donor rules and regulations. Essential Job Functions Manages the accounting, finance and administration components of the program in country, including the various petty cash funds and field office finance, accounting and administrative activities; Coordinates and oversees program tendering and procurement activities in country, and ensures strict compliance with IRD and donor regulations; Supports the COP in project budget planning and management; Prepares expenditure analysis for overall program, and field offices; Maintains accurate and timely financial information and ensures cost control of all tasks and assignments to achieve the project objectives; Administers payroll for Field office staff; Prepares cash projections for the programs; Reviews and approves all vouchers prepared by the finance officer (disbursement, receipt and general journal vouchers) for expenditures and ensures that expenses are reasonable, allowable and allocable to the project; Prepares, reviews and submits monthly financial reports to IRD headquarters, prepares fund requests for programs and operations; Monitors employee time keeping and payroll payment procedures; In consultation with appropriate program staff, prepares and reviews project budgets and realignments; Develops and implements administrative and personnel systems; Supervises all finance, administrative and procurement staff and consultants employed by IRD in country; and Other duties as assigned. Desired Skills & Experience Required Skills & Experience At least 8 years of progressive financial management and grants management experience on international development projects. At least 4 years of financial management experience of a USAID or USG-funded contract or grant. Demonstrated working knowledge of USAID rules and regulations, particularly OMB circulars A 122, 133, 22C and 226. Fluency in English. Education Master’s degree or higher in Accounting, Finance, Public Administration, Business Administration, or a related field.
