Deputy governors have accused their bosses of side-lining them in the running of county affairs. The leaders on Monday said governors had refused to delegate functions to them as spelled out in the Constitution. In a closed door meeting in Nairobi, 23 deputy governors, while speaking on behalf of their colleagues, also expressed displeasure with county secretaries, whom they accused of overshadowing their offices. “Key matters raised revolved around failure of governors to delegate and strong interim county secretaries overshadowing deputy governors,” a copy of the meeting’s minutes read in part. The meeting was hosted by Nairobi Deputy Governor Jonathan Mweke, with Mr Joash Maangi (Kisii) chairing the sessions and Ms Peninah Malonza (Kitui) serving as secretary. They made a raft of proposals to be forwarded to county executives for action. “DGs should make proposals to their respective governors on taking up coordination of ministries and (ask them to) establish the office of the DG with the following officers: Chief of staff, Economic Director, Operations Director and Press team,” they said As they pursue such demands, the officials who were running mates of the governors at polls also resolved to contact the Transition Authority to help them assert their roles—a step they said was necessary given lack of clarity. “We will invite the Transition Authority officials to clarify the role and structure of deputy governors’ office as it is not clear what their roles are in the Constitution,” state the minutes. At the same time, they vowed to seek audience with Deputy President William Ruto to ask him to intervene so they can possess diplomatic passports, access VIP lounges in all Kenyan airports and fly the national flag. They also want the Salaries and Remunerations Commission to give them mortgages and house allowance. “Deputy Governors are neither housed nor given house allowance,” they lamented.
