Derecho asks a good question here. In the past the response Ive gotten when I ask about the supporting documents being withheld is that the school division wants to present the CIP to the school board first, before presenting it to the public, so that the school division can prepare the school board to answer any questions that might be directed at them. While I understand and respect that logic, I have to question the value of holding the meeting on the CIP the same night its presented. How are board members supposed to read it, comprehend it, and question it when its a complicated document thats many pages long? How are their constituents supposed to provide feedback to their school board members, so that their questions and concerns can be addressed? And how is anything of value supposed to come out of that meeting when its held after the regular school board meeting, isnt televised, and generally runs until well after midnight? Ive sat through that meeting, and by midnight, no one cares anymore because theyre too tired to pay attention and think straight. Not that anyone asked for my opinion, but this is not the best way to run a school system. Not if honesty and transparency are among your core principles. Id suggest that the school division release their proposed CIP to the public and brief the public and school board on their proposed CIP during the school board meeting. The work session on the CIP should be the following week, where there isnt a school board meeting, so that it can begin and end at a reasonable time. If another meeting is needed, then one can be scheduled. This whole do it in one marathon session is stupid and serves no one. Its how a school gets built in an area where it isnt needed AND has all sorts of unnecessary things attached to it.
