Despite considerable experimentation, states across the country have generally been ineffective at broadening college opportunities and graduation rates for residents, according to studies published in the latest issue of Annals of the American Academy of Political and Social Science. The studies examine such state policy initiatives as financing for student scholarships, fiscal responses to the Great Recession, the implementation of performance funding to allocate funds to state colleges, statewide collaborations to align high school curriculum with college readiness, and gubernatorial and legislative leadership: ann.sagepub/content/655/1.toc
