Dilemma of Development in Assam: Opportunity versus the realization of the said opportunity, continues to be a very large slip between the cup and the lip. Of the several schemes announced but many remain only on paper!!!!! Out of the announced 55 new schemes, some of the schemes were: Agriculture – establishment of 500 oil mills. Fisheries – construction of hygiene fish markets. Revenue & DM – rehabilitation of erosion affected people. Khadi and Village Industries – Khadi Plaza in Guwahati. Transport (ASTC) – two driving schools. Cultural Affairs – mini cinema halls in public–private partnership. Sports and Youth Welfare – construction of sports complex, a youth hostel, etc.,. Urban Development (T&CP) – master plans for 43 urban local bodies, including improvement of infrastructure of urban local bodies, slum development projects initiated under Rajiv Awas Yojana (RAY) etc. PHE – upgradation and strengthening of 30 old piped water supply schemes. Tea Tribes Welfare – CM’s verbal announcement for enhanced allocation. Information and Public Relations – Mukhyamantrir Sabdajyoti Achoni, erection of electronic LED display boards at strategic locations for creating awareness about nationalised banks’ policies, etc.. Labour & Employment – creation of 50 new ITIs, Naval Recruitment Centre (NRC). -
