It is called as youm-al-Arafah ( Day of Arafah) in Arabic. Each country has to rely on its sighting just as Ibn Abbas r.a. relied on his disregarding Kuraybs r.a verdict on Muawiyyah r.a. seeing the moon on a previous night because it was at a different place. I do not wish to debate regarding the sunnah. The claim is simple - As long as we dont rely on Saudi or GCC for sighting the moon all the 11 months, we shouldnt on this last month as well.
