Do you care that... DPS is collecting all 10 fingerprints? The law states that individuals applying for original driver licenses, renewal drivers licenses, applicants applying for duplicate drivers licenses and personal identification certificates, must render thumbprints or index fingerprints (if a thumb is not available), along with an Image Verification System Photo (facial recognition photo). The Texas DPS has been collecting full sets of 10 digit fingerprints, against legislative intent, since April that I know of. Dave Lieber with the Dallas Morning News reports that all 10 digits were being collected as early as January 2014. It appears that the one person with the most weight right now is Sen. John Carona as he was the Chair of the Senate Committee on Transportation & Homeland Security in 2005 when HB 2337 was passed in his committee. As the Chair, he can contact Attorney General Abbott and request the General take proper action in halting DPS’s collection of 10 digit prints, and limit it to the thumb prints (or the index finger if a thumb is not available), from those wishing to obtain a new license, renewal license, duplicate license, or I.D. cards. At a minimum, DPS should halt this action until the 84th Legislature convenes and may address this sensitive issue.
