Do you know another thing that the Maryland House of Delegates does that no other legislature in the nation does? No matter how partisan or one sided any other State government is, non are as openly one sided and as brazen as Marylands House of Delegates which appoints a member of the majority party as the House Parliamentarian. The Parliamentarian is the referee in a political debate, so this is like the umpire in the game also being the catcher or a referee in any other sport also being a member of the home team. It would never be allowed and is not allowed in any other State except Maryland. Imagine the frustration when a question of parliamentary procedure arises and the Speaker looks out to a good and faithful member of his party for an impartial Parliamentary decision on the the question. Inevitably, the impartial majority party Parliamentarian agrees with what ever decision the Speaker had made. The Parliamentarian is supposed to be a clerk or other non biased person who makes a decision based upon Masons Rules of Order. In Maryland the Tyranny of the Majority is so total they can not even allow the possibility that the minority may win a single point of Parliamentary procedure. This is another big problem that the Republican members of the House can not continue to accept. The Party and everyone who has any sense of Democracy and fairness need to speak up and demand the Democrats at least comply with the basic principles of representative government. This amounts to pure tyranny and yet everyone is silent about it. Lets not let it continue.
