Doda DC reviews achievements under core Sector Plans and Schemes DODA, SEPTEMBER 04-District Development Commissioner Doda Shyam Vinod Meena today reviewed achievements under Core and Multi –Sector plans and schemes here at a meeting of line departments. The DC reviewed the implementation, financial and physical achievements under various schemes of Education, Horticulture, Agriculture, Floriculture, Sheep & Animal Husbandry, Youth Services & Sports, Rural Development, Handicraft & Handloom, Health, PHE and R&B. Taking stock of Education Department schemes, threadbare deliberations were held about the schools upgraded under RMSA, SSA and Other schemes. The issues concerning the Education Department were highlighted by CEO Doda in a power point presentation particularly construction of school buildings. He said that the main problems faced by the department are escalation of estimated cost due to expenditure on head load carriage, delay in donation of land for the construction of schools and land leveling by the concerned agencies where the same has been made available . It was also informed by the CEO Doda that a proposal for the construction of model schools was in the pipeline which will help in raising the education standards in the District. Stressing on the need for having accurate Cultivable land statics, the DC asked the officials of Agriculture Department to update the area plan showing the areas under agriculture cultivation and other allied activities. The DDC asked the Agriculture department to work in coordination with Horticulture Department, Irrigation Department and District Statistics and Evaluation Officer while preparing the new area plan. The DDC asked the Animal and Sheep Husbandry to take steps to prevent high mortality rate of live stock in the district, particularly during winters. He asked the concerned to prepare a detailed report about the reasons for this mortality rate and also suggest possible steps which could be taken to overcome this problem. While reviewing the performance of various Rural Development Schemes including MGNREGA, IAY, NBA and IHHL, the DDC suggested to form a committee which will assess the cases of IAY beneficiaries at Block Level with members from Revenue Department, Police and Rural development Department. The status of the construction of the Panchayat Ghars was also reviewed. It was informed that out of 231 Panchayt buildings taken up , 93 have been completed so far. The Stressing the need for rationalization of BPL lists, the DDC directed ACD to display the same at conspicuous places in Gram Sabhas and Block Offices to seek objections and claims. He said this will help in elimination of undeserving BPL beneficiaries and addition of those who really deserve to be included in the category. Besides he also directed ACD Doda to utilize the services of PRIs in verification of the BPL beneficiaries. Expressing satisfaction over the completion of much awaited Dessa – Doda Water Supply Scheme, the DDC stressed upon the need to relocate the water supplying pipes from drains, besides emphasized upon the proper distribution of the drinking water among different localities of the town and its adjoining areas. The status of Chobia Water Supply Scheme (WSS), Chakrabharti & Parnote Lift WSS, Water Supply Scheme Kulhand, Gijarni WSSs was also discussed in the meeting and instructions were issued to the PHE Department to ensure timely completion of the same. Achievements of Health Department in various facilities across the District including OPD, IPD, Institutional Deliveries, Lab tests, Referral transport, mobile medical units, medical units established, number of ASHAs engaged and trained and number of deliveries benefitted under JSSK yojna were also reviewed. The DDC instructed CMO Doda to focus on enhancement of institutional deliveries, nutritional and child care facilities to the beneficiaries under JSSK. To ensure the transparency, punctuality and effectiveness in delivering the healthcare and other services to the beneficiaries, the DDC instructed all the heads of various departments to send a copy of log book and tour program of the touring officials so that the target area of various schemes could be assessed and diversion of benefits of schemes to any unconnected area could be timely done. Besides progress, physical and financial achievements of Forest Department, Employment, Industries, PMGSY, PDD, RGGVY, MC Doda, Social Forestry, Social Welfare, Revenue, Cooperative, among others were also deliberated upon and necessary instructions conveyed to the concerned. Assistant Commissioner Revenue Doda Mr. S.C Dogra; Assistant Commissioner Development Doda Mr. Dhananter Singh, Chief Planning officer Doda Mr. Y.S Katoch; XEN PHE, PDD, PWD, RGGVY, PMGSY among others District and Sector officers attended the meeting.
