Removed by Western Powers on Feb 29, 2004 As Haiti’s first democratically elected president, Jean-Bertrand Aristide recognized that Haiti’s economic woes stem from the 90 million gold francs ($24 billion U.S.) Haiti was forced to pay Paris as compensation for taking its freedom from France with the Haitian Revolution (1791–1804). By the end of the 19th century, payments to France consumed around 80% of Haiti’s budget. In 2003, on behalf of the Haitian population President Aristide publicly requested that France pay Reparations for extorting the island nation between 1825 and 1947. According to several sources, the U.S., Canada and France supported the second coup d’etat which removed Aristide from power as punishment for the Haitian leader’s demand for reparations; his policy to increase Haiti’s daily minimum wage to 25 gourds ($3.00) a day; and other populous policies, including school construction, literacy programs, and higher taxes on the rich. These policies angered an unpopular opposition movement run largely by a mulatto elite that has traditionally controlled Haiti’s economy. That movement of the elite, Western powers and Dominican death squads executed the coup on 29 February 2004 leading to Aristide’s abduction by US Marines and forced exile to the Central African Republic. Despite this, Aristide remained defiant. “I am the elected president and I remain the elected president,” Mr. Aristide said at a news conference in Bangui, capital of the Central African Republic.
