Does the government listen to itself? The other day, they were complaining that counties are spending more on recurrent expenditures at the expense of development. They even toyed with a law to have 60% of counties budget for development. Assemblies are not involved in devt. It is all consumables. But because MCAs hold the key to referendum; the budget ceilings proposed by CRA for assemblies will be done away with to bribe MCAs.
