Dog and cat lovers. Many dogs and cats, in this country, are neglected every day. I believe that this neglect, for the most part, is due to the inability to afford to properly care for these dogs and cats. Therefore, I propose a tax on dogs and cats. This tax would need to be large enough so that only dog and cat owners with the means to properly care for these animals would be able to afford it. And this tax should be an annual tax so that if a dog or cat owner falls on hard times, the state would be able to confiscate and humanely euthanized these animals for their own welfare. I also propose that this tax should be in the range of $1000-$2000 per animal. This will assure that only people with the means to afford to care for these animals, as the state sees fit, will be able to afford to own them. Always remember that the state knows what is best for you and your property. -Sarcasm
