Dr. Ambedkar was the first scholar who expressed his views on these burning problems of population growth. He moved a non-official bill on the population control through his lieutenant Mr. Roham, in the Bombay Assemble 10th November,1938. PART I 1. Dr. Ambedkar agreed that there was no doubt in many places injustice prevailed in the distribution of property and impartial public workers must take all steps to secure justice for he wronged persons in his respect, it is, however, necessary to remember that mere equal distribution will never be able to bring about a permanent and material amelioration of the condition of the masses unless growth of the population was controlled by means of FAMILY PLANNING. (Mangudkar, M.P.: Dr. Ambedkar and Family Planning Page 40) 2. Dr. Ambedkar strongly recommended the methods of birth control. According to Dr. Ambedkar birth control was the interest of downtrodden and poor people of the country. These lower strata of the society cam achieve economics development by keeping family size small. He raised a very important question namely What is important, birth rate or survival rate? He then argued that if there is a higher rate after three children (now it is 1 or 2). There is higher mortality rate and poor survival rate. Survival rate is more important than birth rate His argument is not only convincing but also full of truth that is universally applicable to all poor communities.: (Kasare M.L., : Economic philosophy of Ambedkar, P66) 3. They can use newly invented scientific methods of birth control. Vasectomy would be suitable for the control of population and such facilities should be provided by the government in primary health centers. The population irrespective of their caste, religion, creed or language must adopt he measures of birth control. 4. Dr. Ambedkar tabled this bill in the assembly but he political parties did not favor this bill. He gave warning to younger persons to bear in mind that to have many children is a social crime. As he was aware of all population growth problems, he forcefully put forward his views mat sterilization as the best means to control population. 5. According to him quantity of population is not important but the quality of population should be enhanced. Dr. Ambedkar made it clear that----- for birth control contraceptives is the only way. 6. According to Dr. Ambedkar, people are not spiritualistic or religious, hey have pretended to be religious but actually they are not. Under the name of religion, they are craving for their selfish ends. They are criticizing western culture but in fact educated people of western culture have made lot of efforts to abolish evils of large families.
