Draw in a deep breath, and brace yourself as if to shout you should feel your glottis tighten sharply. By narrowing it in this way, you restrict the space through which the breath passes and so increase the pressure. By constrast, try whispering your glottis is now completely open. You can still vary the volume of a whisper, however not by adjusting the glottis this time, but simply by breathing out with greater or lesser force.
