Dulat Proposes talks with Delhi, Mirwaiz Agrees SRINAGAR — Former head of India’s external intelligence agency, Researchand Analysis Wing (RAW) Wednesday said Delhi should engage moderate Hurriyat leader Mirwaiz Molvi Umar Farooq in a dialogue to resolve the vexedKashmir dispute. “Mirwaiz is an important leader and a complete politician. He has started behaving as a mature politician now and time has come that Government of India engage him over Kashmir issue,” Dulat was quoted as saying by local vernacular news agency CNS. Moderate Hurriyat leader issued a statement on Wednesday evening stating his party was ready to hold a ‘meaningful dialogue’ with India to resolve the six-decade-old dispute. The dispute will remain unresolved until a meaningful dialogue is not held, Mirwaiz said in a statement emailed to press. “Loss of life and bloody incidents can’t be stopped till all the stake holders sit and hold meaningful dialogue to solve the vexed dispute. If the dispute remains unsolved, it would continue to remain the source of tension and instability,”Mirwaiz said. However, Dulat advised Mirwaiz to take ‘bold’ initiatives and come forward for talks with New Delhi. “We cannot blame Mirwaiz only but New Delhi too is at fault. We have failed to address various issues like clearances of passports and other matters related to common people. I think New Delhi should too take some initiatives and give a positive signal to the separatist groups,” Dulat said. Dulat dissed away the resolution passed in Kashmir assembly on Monday which will pave way for summoning former Indian Army chief VK Singh over his claims that Army was funding politicians in Kashmir since 1947. “Even if summons are issued against Singh, nothing positive would come out of the issue. Why Singh made such revelations and what was his intention is a matter that needs to be probed. But, I think, this controversy is over now and it would lead us nowhere if we continue to raise this issue,” Dulat said.
