Durbanville CPF has a signed Memorandum of Agreement with the Department of Community Safety to participate in the Expanded Partnership Programme (EPP). Regular unannounced EPP visits are made to Durbanville SAPS & the Fisantekraal sub-station to comply with the CPFs civilian oversight mandate. Observations are recorded and discussed with SAPS management for follow-up action and clarification. The Community Safety Expanded Partnership Programme (EPP) is a flagship programme of the Western Cape Government, Department of Community Safety. The EPP is aimed at: * Increasing the efficiency and sustainability of CPFs in the Western Cape Province; * Promote civilian oversight over the local police; * Providing a funding model to sustain CPFs with regards to implementing crime prevention awareness, campaigns, projects; * Strengthening the CPF to focus on its core business; * The setting of minimum standards of service delivery; * Providing an early alert system that will identify problem solving matters; and * Keeping the police accountable to the local safety needs. The EPP intends to promote the activities and functions of CPFs, building strong civil society structures which is critical to the success of safer communities.
