During 1996-2006, Nepal experienced a ten-year long armed conflict which officially ended after the signing of the Comprehensive Peace Accord (CPA) in 2006. Human Rights protection is at the centre of the CPA and a lot of progress has been made in improving the human rights situation, however there are still remaining challenges to be addressed in view of Nepal’s ambition to ensure the rule of law and human rights protection. Support to peace, rights and governance is an import part of Denmark’s engagement in Nepal, and the Embassy of Denmark has signed new agreements with the Kathmandu School of Law and the Danish Institute for Human Rights for enhancing the human rights protection in law enforcement and security agencies in Nepal. The principal objective of this new project is to strengthen the capacities of Nepal Police, the Armed Police Force (APF), Forest Officials and Security Guards to prevent and address human rights challenges. With this support, we aim to contribute to promote good governance by preventing and reducing human rights violations, in general, and to reduce the improper use of force and torture in particular within the security sector. The total budget for the project is app. DKK 10,8 Million and will be implemented over a period of 4 years from 2015 to 2018. The Embassy of Denmark has also signed another agreement with the Danish Institute for Human Rights for strengthening the national human rights protection in Nepal. The overall goal is to ensure that the human rights agenda is at the centre of national policies in Nepal, and that the national human rights protection system is continuously strengthened including Government of Nepal’s (GoN) engagement with international human rights mechanisms. The total budget for the project is app. DKK 3.5 Million for a period of 17 months until March 2015.
