During his position of General Counsel at Defense, Johnson played an important role in departmental policy decisions, including “the expansion of the administration’s overseas drone strikes, and the repeal of ‘Don’t Ask, Don’t Tell.’ Both Napolitano and Johnson are members of the internationalist-minded policy organization the Council on Foreign Relations. Finance records show that over the past decade, Johnson has contributed more than $100,000 to Democratic candidates and groups. During the 2008 presidential campaign, Johnson donated more than $33,000 to Obama’s campaign.
