E-government and its business equivalent of digital business record-keeping and administration have increased the frontier of productivity to a level where new services are now achievable, that would previously have been technically impossible or highly uneconomic. This has lead to new service innovations in the public and private sector, as well as an increased willingness to exploit opportunities derivable from e-government. To manage the negotiation and delivery of shared-services and cross-agency services requires previously under represented management skills in collaboration and managing with complex cross-organizational, cross-disciplinary team structures.
