EDGAR LUNGU FAILED TO SIGN A SOCIAL CONTRACT TO GUARANTEE ZAMBIANS THAT HE WILL DELIVER A CONSTITUTION, DONT VOTE FOR HIM. A GOOD CONSTITUTION GUARANTEES GOOD GOVERNANCE It is disheartening to learn that by yesterday, Edger Lungu had not signed a social contract with the grand coalition on the enactment of the new constitution. We heard from the grand coalition that they will de-campaign presidential candidates who wont sign. We are yet to see what happens. It is however important to note that the constitution is not for the grand coalition but for all citizens.Efforts by the coalition should be supported by all well meaning Zambians. we could have loved to see the party in government spear head the call and commitment to the enactment of a new constitution. From what i see in pf through Edgar Lungu, they (pf) are not willing to give us this documents in the quickest way possible.Why then did sata and pf go ahead to appoint a technical committee which gobbled alot of our tax payers money yet they (pf) knew that they would not support the outcome? Country men and women, we should all realize that what Zambia needs right now is not a good president but a good constitution. It is from a good constitution that we will be guaranteed good governance. It is only a good constitution which will remove excessive powers from the presidency so that all constitutional offices can have security of tenure. We can not afford to continue having a president who appoints almost all top jobs in ministries and parastatals. When there is change of government,all these jobs start shivering because they are scared of their jobs. As a results, they end up involving themselves in underhand methods in supporting the party in government. Currently the President appoints vice president, ministers,deputy ministers,ZAF ZNS ARMY POLICE chiefs,police provincial commissioners,Electoral commission of Zambia commissioner,Permanent secretaries,Chief justice,court Judges,Attorney General,DPP,solicitor general, bank governor,both deputy bank governors,Auditor general,OP director,DEC director,ACC director,Zampost director,Zamtel director,Zesco director,Zisc director,ZRA director,ZNBC director,RATSA director,Napsa and workers compensation directors,Daily mail and times of zambia directors,Rural electrification authority director,ambassadors and their secretaries,District commissioners and the list goes on. Further,all town clerks or council secretaries are indirectly chosen by the presidency through the public service commission. We have seen the effect of having too much powers vested in the Presidency. THESE POWERS HAVE BEEN ABUSED BY OUR PAST PRESIDENTS - We saw how Ba Sosala was blocked from taking over the throne using combat security personnel. - We saw how opposition leaders (hh,Chipimo,Frank Bwalya,Nevers) were arrested using a draconian public order act. - We saw how opposition parties were being weakened by poaching their MPs and in the process created expensive by elections. - We have heard rummors on how certain parastatals have used company money to sponsor the ruling political parties. - We saw how government machinery (vehicles) are abused for the ruling party in campaigns. - We have seen how government unilaterally fired Nurses without following laid down procedure. - We have seen how people have lost their Jobs in government for perceived connection to the opposition parties (fired in public interest) - We have seen how ministers relatives and ruling party cadres get Jobs in government without proper qualifications - We have seen how a Chief Justice have been illegally imposed on the Judiciary (us) even against LAZ advice - We have seen how government official have been left scort free even after being cited in the auditor generals report. - We have seen how Lusaka has become a haven of garbage due to uncontrolled street vending for political expedience. - We have seen how levies for bus stops and markets go into cadres pockets thereby depriving local authorities with so much needed revenue. - We have seen how our brothers and sisters are harassed and robbed by cadres at intercity bus terminus - We have seen how non deserving students at universities get bursaries at the expense of those from poor families. - We have seen how govt bought buses in the name of youths empowerment yet only cadres benefited. - We have seen how certain ethnic groups were favoured in terms of appointments and development - We have seen how government contracts are awarded to people with political connections and the list goes on and on. All these above are as a result of poor governance due to a bad constitution. IT IS NOT A COINCIDENT THAT ALL OUR PAST PRESIDENTS WERE NOT WILLING TO CHANGE THE CURRENT CONSTITUTION. THEY HAVE BEEN USING IT TO INSULATE AND CONSOLIDATE THEIR POSITIONS OVERLOOKING US THE ELECTORATES. You can see from the few examples above that almost every section of our society is centered on the presidential appointments. How do we honestly expect anything good to come out from such a system of governance? Our past presidents have hoodwinked us into believing that the constitution is not that important because they know it turns them into our bosses instead of leaders/servants. So long we choose people who are not committed to the enactment of a new constitution, We shall continue crying foul year in year out. Let us therefore redeem ourselves by voting wisely so that we get this new constitution we have long cried for. Let us support the grand coalition on the new constitution. IT IS A GOOD CONSTITUTION WHICH WILL GIVE US SEPARATION OF POWERS AMONG THE EXECUTIVE,JUDICIARY AND LEGISLATURE.WITHOUT A GOOD CONSTITUTION, NON OF THE CURRENT ASPIRING CANDIDATES CAN ASSURE US OF GOOD GOVERNANCE. I DO NOT SEE ANY REASON WHY A PRESIDENTIAL CANDIDATE COMMITTED TO A NEW GOOD CONSTITUTION WOULD HAVE PROBLEMS IN SIGNING A SOCIAL CONTRACT WITH THE GRAND COALITION.
