EMAIL TO CITY COUNCIL (8/31/2014) Some remarks on the Treasure Island improvements: The “marina” and Boat House improvements are costly but may be warranted if suitable business is found to justify the expense through a cost-benefit analysis. An amphitheater constructed in the flood plain is a poor idea. The Knoop ball diamonds are in a flood plain. Treasure Island Park floods every year, sometimes after melting snow, sometimes with heavy rain, sometimes 3-4 times a year. The island was dredged out 5-6 years ago along its north edge, but it has since filled in, and it will continue to need regular dredging to maintain a nice appearance, regardless of “island river edging.” Current maintenance does nothing to maintain the appearance of the island, while allowing the river to flood each year (sometimes 4 or 5 times) without remedial action. Either you choose to maintain your parks to a certain level or you don’t, but the current level of maintenance funding is inadequate and will be, until resolve is found to regularly dredge the river around the island to keep it flowing. “Park landscaping,” can only mean that the current park, which is actually useful for fishermen and boat launchings will be re-graded so that the gentle new slope will drain after floods more efficiently, and the new shrubs and trees will be more attractive than the current trees. These costs will NOT provide a better park environment than the current City Park or Duke Park, but will only supplement what those parks already provide. $500,000 in landscaping will only accomplish what the Knoop ball diamonds accomplish after continual floods. More repairs and less money for much needed maintenance elsewhere. On August 25, the Dayton Daily News published an article with a headline, “Miamisburg Rethinks $17M riverfront plan” posted by Councilwoman Robin Oda on her Facebook page. Just as the Miamisburg city officials concluded that spending this much money when other needs were higher priorities, we think that while the Hobart Arena proposed modifications have merit, we are against the development of Treasure Island Park in terms of a lack of return on investment and the high probability of flood damage when other areas of Troy need attention far more. The current island is a great river park, suitable for fishing, boat launching and dog walking. Please do not destroy it in an attempt to build an even higher-maintenance, mosquito-infested music venue. David Cornelisse
