EMBATTLED PH (in the West, in the North, in the North West and in the South but which does not include Eastern PH post-Haiyan or Yolanda problems) ON ACCOUNT OF DO LALLY ATTITUDE TO THINGS SERIOUS ============ RE: BANGSAMORO BASIC LAW (BBL) FOR A NEW POLITICAL ENTITY (or whatever that means) IN MINDANAO EXCERPTS FROM NEWS REPORT: THE Philippine Constitutional Association on Monday described the peace deal between the government and the Moro Islamic Liberation Front as a “conundrum and littered with constitutional infirmities” that would require amending the Constitution. Former Justice Lazaro said that Palace had overstepped its powers and usurped the powers of Congress as the Executive branch had no power to bind the Congress and the judicial departments “unless the Executive believes Congress and Supreme Court are its lackeys.” “It is nothing but a mere scrap of paper because they signed a peace deal and we have not heard that the Palace created a Regional Consultative Commission whose members were supposed to be appointed by the President to draft the proposed Bangsamoro Basic Law as mandated by the Constitution,” said Philconsa deputy secretary general Romulo Lumauig, a member of Devanadera’s committee. manilastandardtoday/2014/05/13/philconsa-finds-moro-peace-deal-with-infirmities-needs-cha-cha/?fb_action_ids=10203590968885718&fb_action_types=og.likes&fb_ref=.U3FfzH5XqOd.like&fb_source=aggregation&fb_aggregation_id=288381481237582 ================= Father Eliseo Mercado observes in a post on PSCF, The BTC draft is like a state secret... and the OP Review and draft is long in coming... Meanwhile, we have NONE to go forward... It is very difficult to join the cheering squad without reading and knowing the Basic Law... There is no copy of the proposed Bangsamoro Basic Law (BBL) around for those concerned (other than Malacanang) to form an opinion on whether the contents conform or do not conform to provisions in the Constitution of the Republic. I echo Fr Mercados concern: WHERE IS THE BBL draft??? Most importantly is why did Malacanang rush the signing of a treaty for a so-called new political entity with the Malaysia-controlled MILF, virtually promising them heaven and earth (as in a sub-state) knowing full well that issues pertaining to Constitutionality of the proposed BBL have not been ironed out? Incidentally, I lifted the pic below from a comment in the commentary thread of the article at MST... Im wondering how these Bangsamoro fighters manage to equip themselves with gears that would rival the Republics Philippine Army... Where are they getting their funds from?
