EURO 2016 qualifications Group D: GIBRALTAR Yesterday FIFA president Sepp Blatter announced Gibraltar does NOT qualify for a FIFA membership, since Gibraltar isnt regarded as a country. Since they have never been a member, they are not included in the FIFA ranking and are not allowed to qualify for a World Cup. BUT! They ARE a member of UEFA since May 2013, therefore they are allowed to qualify for Euro 2016! Gibraltar is the only UEFA country that is not a FIFA member. To qualify directly for Euro 2016, Gibraltar will have to reach the top 2 of group D that includes Germany, Poland, Republic of Ireland, Georgia and Scotland.
