EXCERPT: After completing a monthslong review, the League of Women Voters of Frederick County concluded that elected officials should be more discriminating when signing the developer agreements that have become popular under current county leadership. While development rights and responsibilities agreements can be a tool for growth planning, officials should not allow them for sprawling housing projects in areas where schools and roads are insufficient, the league determined. League members also reported that after more than a year of study, they couldnt tell whether the county was getting enough out of the agreements.
