Ebola out of control, Israel out of control again, so many international crises out of control, and the UN isnt functioning anything like adequately. What would it take to get a fully functional UN which is genuinely impeccably impartial and has all the powers necessary to overrule national governments when they violate human rights? Abolish the Permanent Members of the Security Council for a start. Let the General Council elect Security Council on 3-5 year terms with no possibility of re-election for at least two election cycles after one completed term. UN Court of Justice should have injunction and review powers over the Security Council. Separation and balance of powers. International treaty or amendment to the UN Charter - all contracts between private corporations and states are to be subject to regular contract law - no unauthorised signatories can sign binding contracts on behalf of a country, the only valid authorised signatories are those freely and fairly elected by the people they represent, and without UN Election Monitors certification of an election as free and fair, no contracts will be deemed valid or binding between that state and anyone or anything. People claiming to be state officials without valid election will be solely liable for those contracts. Explicit peoples sovereignty, no more intrinsic state sovereignty, no more monarchies, no more unelected regimes. Any private company doing business with a regime not freely and fairly elected would find its contracts completely unenforceable in any court within any UN member states jurisdiction. Empower the UN Court of Justice to enforce injunctions on any national executive government. Any violation of the UN Charter commitments by any member state, even by an iota for a moment, will be deemed null and void, and if repeated or persisted in, the government will be dissolved and fresh elections declared. Dissolve all national standing armies. Volunteer territorial defence is acceptable, but only if it is designed to be incapable of going beyond that administrations own borders. All and any international humanitarian policing to be done by UN Peacekeepers, with new elected Security Council with no permanent members and no members eligible for re-election within two terms. UN Peacekeepers to be deployed consistently without fear or favour to enforce minimum standards of human rights universally. Its policing, not war, its designed to prevent or limit harm. UN World Health Organization to be funded as much as necessary by mandatory levies. Given absolute priority over all national executive functions. Obstructing a WHO officer or medic in carrying out their duties, including any obstruction of vaccination programmes, to be criminalized. We simply dont have time for all this ineffectiveness. Too many crises, not enough time or resources to waste on having inefficient systems any longer.
