Economic recession is a global problem faced by many countries, none of a country or city can escape from the depression of economy. To save their citizens from the poor economic condition, the government should take the lead to do something for the citys economy. In this essay, I will particularly talk about the Hong Kong government and suggest some remedies for the government to ameliorate Hong Kongs economy. In fact, Hong Kong is now facing the problem of severe employment. The number of unemployment is skyrocketing everyday. Even Universities graduates cannot find their job, let alone the unskilled workers. Apart from serious unemployment problem, the rise of other Asian countries like Taiwan and Korea also harms the state of Hong Kong as one of the economic leaders in the world. In view of this, the Hong Kong government should think of some means to increase the competitiveness of Hong Kong. To begin, the government should first identify the economic structure of the city and have its economic planning based on the structure of economy. Take Hong Kong as an example, Hong Kong succeeded in transforming from labor-intensive production into knowledge based production in last 1970s. This can be attributed to the `Reform and Opening up policy adopted by the Chinese government in 1979. Facing this sudden and dramatic change in economic, Hong Kongs economics still keep on ameliorating rather than being adversely affected. The key to survive in adverse economic environment is to adjust the economic policy according to the economic structure of a city. In the past, Hong Kong labor was mainly engaged in first and secondary production. In order to help them adapt to the new economic environment and structure, the government should provide training to the unskilled workers so as to enhance their mobility and competitiveness. Say for an example, most of the jobs nowadays require the employee to have a basic knowledge of English and Putonghua, the government should identify this market demand and provide some courses to the unskilled workers. Received the basic training, the workers can adapt to the new economic environment more easily than before. This shows that identify the economic structure and providing training to the unskilled labor is one of the ways to improve the citys economy. Besides,every city has its own strengths and weaknesses, the government should have a better understanding of its own strengths and weaknesses---keeps its advantages and ameliorate its weaknesses. Take Hong Kong as an instance,one of the strengths of Hong Kong is the flourishing tourism. This has contributed a lot to Hong Kongs GDP. In recent years, a huge number of tours were come from Mainland China. In view of this, the Hong Kong government should put more resources in promoting tourism, especially tourism from Mainland China. For an instance, the government can promote the popular tourist attraction like Ocean Park, Hong Kong Disneyland, Stanley market, etc to the tourism. Being attracted by Hong Kong, the tourist will most likely be willing to spend more while traveling. This contributes a lot to Hong Kongs retail sector. With higher market demand, job opportunities like salesman and tour guide will also be created, this helps improve local economic and broaden the economic base. When mentioning job opportunity, the government should take the lead to create job vacancies for the unemployed. Developing infrastructure is one of the means to create a ton of job opportunities for both professional workers or non-professional workers. It is because building an infrastructure involves different professions, namely,the architects and building workers. Different types of employees can be benefited from the infrastructure project. In addition, an infrastructure usually takes several years to complete, workers involving in the project can enjoy a steady employment and gain relevant working experience, which helps them increase their competitiveness and seek for another new job more easily after the completion of the project. Apart from developing infrastructure, encouraging external investment is also one of the methods to improve our economy, which can be done by the government. Due to the rise of Mainland China, many businessmen from China will come to Hong Kong to have investment. In view of this, launching the `multiple-entry permit can facilitate the businessmen from China and motivate them to come and invest in Hong Kong. These Mainland businessmen can be seen as cash cows and big spenders, which contributes to Hong Kongs economy a lot. In conclusion, to ameliorate Hong Kongs economy, the Hong Kong government to take the lead to create more job opportunities by developing infrastructure. Trainings should also be provided to the unskilled in order to help them adapt to the society more easily. The government should also treasure the friendly relationship with China since China can help us further develop our flourishing tourism and have investment in Hong Kong.
