Absent truthful abuse, neglect and abandonment there shall be a rebuttal presumption of equal parenting. The best interest of the children and the child human right is to access all loving family members. The time spent with each parent will be equal on an annual basis as agreed to in arbitration. The parties can agree to modify these times with out the need for any court proceeding.
